The Executive Leadership Team (ELT) comprises the Chief Executive and seven senior managers who collectively oversee all the activities that make up NPDC’s operations.
Jacqueline leads the organisation which delivers great services to our residents through 16 operational units and manages assets worth $3.5 billion. She has more than twenty years of managing risk and opportunity across the corporate sector in London and Wellington, and has been on the Executive Leadership team at NPDC for nearly six years.
Joy is responsible for leading our Financial Services Team, the in-house Legal Team, the Property Team, the Policy Team, the Governance Team as well as the procurement and risk management functions. She also has oversight of NPDC’s CCO’s and the Perpetual Investment Fund.
Mary leads our Human Resources and Health and Safety Teams. She’s responsible for organisational development and works closely with the Chief Executive on organisational culture. Mary makes sure that we have the right people staffing our services and facilities and that we stay on top of the skills and expertise that we need.
Steve oversees the technologies (digital and information systems) that underpin all of NPDC's operations and is responsible for ensuring these are up to date and fit for purpose. His responsibilities include our information management (records and archives) function as well as our business transformation function.
Teresa oversees the majority of our public facing teams and functions including Puke Ariki Museum and Library, district libraries, Govett-Brewster Art Gallery and Len Lye Centre, Todd Energy Aquatic Centre and our district pools. She is also responsible for our front-of-house and Contact Centre Teams, events and venues including the Bowl of Brooklands, the TSB Stadium and the TSB Showplace. Teresa’s other responsibilities include building consents, parking control, animal control, licensing and environmental health services.
Kevin is responsible for planning for the long term future of the district and the delivery of multimillion dollar projects across our water, transport and zero waste networks. He brings 25 years’ experience in the local government and private sectors.

Linley provides a range of support services to the Chief Executive, the office of the Chief Executive and the Executive Leadership Team. She also provides backup to the EA to the Mayor.
