We have shared our significant concerns with Central Government.
We also suggested alternative options and improvements to them.
This included suggesting changes to the proposed ownership model so the entities become co-operatives.
We also want shareholders to be able to elect public representatives.
The Department of Internal Affairs developed Central Government’s proposals for four new Water Service Entities (WSEs).
The Government has announced there will not be an option for councils to ‘opt out’ of the reforms.
It says the proposal is now mandatory.
Under the existing proposal, councils will be written into law as owners of the assets but will not be financial shareholders.
All financial aspects will be managed by a Governance board.
Our aging three waters network is in serious need of upgrading.
No matter the final outcome of the Government’s reform agenda, we need to continue to invest in our water because it’s the right thing to do for future generations.
Our Three Waters staff would move into the new WSE but the Government has assured us they will continue to work in our district for the foreseeable future.
Central Government has mandated these reforms.
Their decision to make the reforms compulsory, takes that option off the table.
We acknowledge this concern and sympathise with it.
It’s too early to say.
Central Government is beginning the legal process to draft new laws for approval by parliament.
